Background information

                                The VII BRICS International Competition Conference will be held from 16th to 17th November 2021 in China.The conference will focus on the theme “Openness·Competition·Development”.

                                The BRICS International Competition Conference is an important activity within the framework of the BRICS Summit. Since 2009, it has been held every two years in rotation among BRICS countries, and so far it has been held six times.

                                The I BRICS International Competition Conference, consisting of China, Russia, India and Brazil at the time, was held in Kazan, the capital of the of the Republic of Tatarstan, Russia, from 1 to 3 September in 2009. Bohua Zhou, the Deputy Director of the Anti-Monopoly Commission of the State Council of China, formerly Director General for the State Administration for Industry and Commerce of the People's Republic of China and representatives from competition authorities in Russia, India and Brazil attended the conference. Nearly 500 representatives from over 30 countries and international organizations joined the conference. Igor Shuvalov, the First Deputy Prime Minister of Russia at the time, came to congratulate the conference. Dmitri Medvedev, the President of the Russian Federation at the time, also sent a congratulatory letter. Representatives from 4 countries’ antitrust authorities delivered speeches and signed a “Collective Declaration”, stating their willingness to host competition law conference for BRICS countries on an orderly basis and decided that the II conference would be held by China. On 14 April 2011, the Third BRICS countries’ Leaders' Summit issued the Sanya Declaration and corresponding action plan, deciding that the Second BRICS International Competition Law  Conference would be held in Beijing in September that year.

                                The II BRICS International Competition Conference was held in Beijing on 21-22 September 2011, hosted by China, Brazil, Russia, India and South Africa, with the theme being "Competition Law Enforcement Against the Backdrop of a Globalized Economy". About 300 representatives from 55 competition authorities and international organizations and 43 countries or regions attended the conference. His Excellency Wang Qishan, the then Vice Premier of the State Council and Director of the Anti-Monopoly Commission of the State Council, attended the conference and delivered a keynote speech. Mr. Zhou Bohua, the then Director General of the State Administration for Industry and Commerce of China, Igor Artemyev, Director of the Federal Antimonopoly Service of the Russian Federation, Fernando Ferrand, President of the Brazil’s Administrative Council for Economic Defense, Harish Chandra Gupta, Acting Chairman of the Competition Commission of India, and Miranshaun Lambuth, President of the Competition Commission of South Africa. Heads of antitrust law enforcement authorities from BRICS countries signed the Beijing Consensus, specifying that they shall convene the BRICS International Competition Conference on a regular basis.

                                The III BRICS International Competition Conference was held in New Delhi, India, on 20 to 22 November in 2013, with the theme being "BRICS Countries' Competition Law Enforcement: Issues and Challenges". Over 300 representatives from antitrust authorities, NGOs and private sector in 50 countries attended the conference. Manmohan Singh, the Prime Minister of India, attended the opening ceremony and delivered a speech. Heads of the BRICS countries’ competition authorities signed the “Delhi Agreement”, reaffirming the necessity of hosting BRICS International Competition Conference and its positive impacts and confirmed that the IV BRICS International Competition Law Conference will be held in South Africa in 2015.

                                The IV BRICS International Competition Conference was held in Durban, South Africa on 10 to 13 of November 2015, with the theme being "Competition and Inclusive Growth". Over 300 representatives from competition authorities, NGOs and private sector from over 40 countries/regions attended the conference. Junchen Liu, former Deputy Director General of the Ministry of Commerce of the People’s Republic of China, Xiaobin Liu, Deputy Director of the National Development and Reform Commission, and Ming Shang, Director of the Anti-Monopoly Bureau of the Ministry of Commerce, attended the conference. Heads of competition agencies of 5 countries issued a joint statement on further strengthening cooperation in competition related issues between BRICS countries and agreed on signing a memorandum of understanding on cooperating in the field of competition law and policy among BRICS countries.

                                On 9 to 10 November 2017, the V BRICS International Competition Conference was held in Brasilia, with the theme being "Strengthening the Coordination on Competition Policy Making, Towards the Second Decade of Successful Cooperation". Over 300 representatives from competition authorities, international organizations and the private sector from more than 30 countries or regions attended the conference. Jiangping Wang, former Deputy Director General of the State Administration for Industry and Commerce of China, Keming Qian, Deputy Minister of the Ministry of Commerce, Zhirong Fei, Deputy Secretary General of the National Development and Reform Commission, attended the conference. Heads of competition agencies of BRICS countries signed the Brasilia Joint Statement, calling for further strengthening cooperation in competition field among BRICS countries.

                                On 18 to 19 September 2019, the VI BRICS International Competition Conference was held in Moscow, Russia, with the theme of “10 years of cooperation between the BRICS Competition authorities: results and prospects” Nearly 400 delegates from more than 40 antitrust agencies and international organizations attended the conference. Ms Gan Lin, Deputy Director General of the State Administration for Market Regulation, led the Chinese delegation to the conference. Anton Siluanov, the First Deputy Prime Minister and Minister of Finance of Russia, attended the opening ceremony and read out a congratulatory letter on behalf of President Putin. The heads of competition authorities of the five countries signed the "Joint Statement of Head of BRICS competition authorities", specifying that the 2021 BRICS International Competition Conference would be held in China.
